The Natasha Protection Act of 2005 (Public Law 28-80), was a landmark moment for public health on Guam. Named in honor of Natasha Leon Guerrero, the law banned smoking in enclosed public places and workplaces—offering critical protection for individuals with health vulnerabilities like Natasha, who battled cancer complicated by secondhand smoke.
Natasha’s story moved lawmakers, community members, and leaders to act. Her advocacy became a catalyst for change, transforming grief into legislation that continues to protect lives today. In 2019, the law was expanded to include vaping and e-cigarettes, further honing her legacy.
